As usual, real dystopia is much more stupid and petty than fictional dystopia. In Minority Report they had psychics generating the predictions and a brutally effective police force to carry out arrests. Here it was an algorithm that I'm sure was dreamed up by some underpaid data scientist who failed his interview for Netflix, which was then given to a police force who didn't know what to do with it, so they half-assed most of it and turned the rest into another excuse to terrorise a black person.

I'm certain that if you traced every part of this, from the first idea to actual implementation, at every stage it would be entirely driven by some varying combination of ego, sadism, racism and (probably most of all) dumb office politics.
