I think they mean Trump. That section was kind of the low point of the article for sure, though, as partisan-brain seems to take over for a moment. Chomsky does seem to retreat a bit from it later by acknowledging the pretty blanket embrace of neoliberalism and its contribution toward the rise of fascism though:
