Is china's military industrial complex as inefficient as america's? Like how much of that US budget is just insane levels of grift?

Dunno, there's probably degrees of it since it's a growing industry in conjunction with their military continual modernization. It most likely is not more or equally inefficient as the American system since it's a smaller industrial base that's not fed through continual martial conflict.

Also seems like their production is geared towards directly countering US weapon systems as opposed to the US just countering imaginary ones.

It's more accurate to say the U.S's military is a mix between it's current asymmetrical warfare combat model and the old late cold war combat model.

Methods and materials of warfighting depends on material conditions to make changes to it as it's inherently a reactive science instead of a proactive one.

Which is why while the U.S has been floundering around trying to make new wunderwaffen, opponents to the U.S has observed it's methods of combat operations through the decades and have geared their militaries to act as silver bullets to the American warbeast.

Now whether or not it works depends upon the worst case scenario where we find out after the U.S fucks around.

Really the only wunderwaffen that is actually uncounterable is a large nuclear weapon surplus. You'd need an insane amount of hardware dedicated to tracking and disabling thousands of warheads in minutes in order to counter it and the scale of that defense system would take up the entirety of a countries military budget and still only be like 40% effective.
