    Probably half this, and half the fact that propaganda can have a bunch of seams showing and still be effective (especially when it follows a century of related propaganda).

      So so much of their propaganda is really easy to filter out if you are at all clued into it. But why put an extra minute of work into something if that's just one less minute you could be using to spread your propaganda to more places? Most people aren't clued in at all.
