They don't even have any! They've built a bunch of silos, which most experts believe are empty and will be for some time. They've tested a hypersonic vehicle, but it's currently (as far as anyone knows) not armed with a nuclear warhead.
But the western media will exaggerate and lie.
China almost certainly is interested in sharpening the edge of their nuclear deterrent, and rightfully so, obviously. There is zero indication that they want to build an offensive, first strike-capable nuclear force. They continue to have a No First-Use policy, which the US does not. The NYT will bury that fact at the end of any relevant article they write on the topic.

Just like China rehearsed a strike on Taiwan a month or two ago. Just like Russia constantly is sending Bear bombers at US airspace.
Unfortunately, this happens all the time. Fortunately, that means that this article doesn't indicate imminent apocalypse.
