Strange they would do it this way. I know it has been done before, but I can count on one hand the number of people in congress who would vote against this, and that is being generous. They may as well have gone through proper channels to continue their vaunted illusion of democracy.
I would assume it expediates the process so that they don't have to worry about any possible break in murdering civilians.

At the behest of DNC party leadership to protect their members against not insignificant parts of their base which are angry by having one less thing Dem votes are on record for in terms of supporting it. This gains more credence if the plan actually is to ditch him at the convention and bring out someone else though that seems unlikely this close to the finish.

Title makes it seem like there's something inherent in this administration that is uniquely to blame for this. Any US administration would have. I'm no expert in American electoralist crap, does anyone know if they hadn't bypassed Congress is there a chance that this would have been stopped?
If Congress can be bypassed, then the congressional path only exists for show: for lending further legitimacy and/or spreading/shifting accountability.
