Urea is only used to protect the environment by reducing co2 emissions and allowing a complete catalytic conversion of NOx which is the cause of acid rain and smog. The Volkswagen emissions scandal was when they had a little tank of urea that they sprayed into the exhaust that only turned on during emissions testing (among other tricks).

I guarantee you that if they can't find the urea then the government will give them a pass to pollute.
