There wasn't an American launch system for a while because NASA has so little funding for it and Congress just privatized all the funding for launch systems, resulting in a period of time where NASA's existing systems were retired but the private sector was just sitting on its ass slurping up money, SpaceX included. The only thing that resulted in the US having a launch system again, now privatized, was that using Russian rockets was suddenly considered a "security risk" so they threatened to cut off the private sector funding gravy train unless someone could actually produce a system that could be used to launch spy satellites. SpaceX was the reason the US stopped being "on top" in the first place.

Neuralink is essentially hitting brick wall after brick wall, and they're currently hedging their bets so hard that the hope is letting people with limited or no mobility utilise a smartphone better than they are currently able. That's their moonshot stretch goal right now, something functionally very similar to the eye tracking assistive devices that have been on the market for years. All Elon's bluster about controlling limbs again is just that, bluster.
