There's a punchline in this somewhere, but I'm being serious. Scrolling, typing, streaming, even watching downloaded content seems to produce periodic (10-20 second intervals) stutters where it just freezes for a moment to let me continue once more.
The stutter hasn't affected my time playing games, but I can't help but wonder that the stutter has something to do with my graphics card and I'm at a loss as to what to do to stop the stuttering.
What's your RAM usage like? Check task manager to see if it's a hardware bottleneck, or there's a background process taking up a bunch of resources.
Otherwise you could try reinstalling graphics drivers.
