The other way around is exactly how it is, isn't it? The economy is the dominant base upon which the political superstructure is enmeshed
so essentially the author said "imma use one word to say china is state capitalist with a communist party in charge and that word is leninist." they still gotta explain that to everyone tho, so i dont see the point.
edit - they also dont try to analyse why economic actors havent been able to subvert the ccp like they did everywhere else, inc. soviet union.
