In this article it says "Nearly 80% of the previous government’s budget came from the international community." I am wondering how I would find out whether this was the case before the occupation of Afghanistan and if so is this a common play? Only slightly different than Cuba and the embargo in that we weren't able to do step 1
- get Afghanistan hooked on foreign money then do a rug pull
- immiserate the population making it impossible for the Taliban to pilot the country afterwards
- ???

Maybe just urban population? I doubt farmers got a lot of aid or could do anything with it
