The idea that foreign powers hostile to the US (and this goes equally from the US back to them) absolutely use existing fault lines in the US, attempting to amplify them too try to sow division and weaken the country in some capacity. Atleast to my knowledge, this was true during the Cold War
Stuff like racism, anti LGBTQ+, and many others. And they do this amplification to both sides of the division. They don't really have a side in US race relations they just know that amplifying them weakens the US
