A lot of conservative school districts had/have employee dress codes prohibiting tattoos but they are almost impossible to enforce without being sued nowadays.

Number one, anyone who has a religious/spiritual need for the tattoo is protected under federal law, and if a district allows any employee to have a tattoo they have to let all of them have tattoos.
