It probably wouldn't have taken a significantly more deadly virus than COVID for BoJo to get a comparable body count to Blair. So I wouldn't say BoJo is worse than Blair, just that BoJo absolutely tried to be worse.
Guess it's kind of the same way that people will (correctly) say that Thatcher was a fucking demon for instituting Neoliberalism in the UK, while several other Prime Ministers had bodycounts in the high 7 figures.
