    Sheriffs literally have complete digression over which laws their jurisdiction enforces. They’re supposed to enforce all of them, but have no oversight

        In cities that do have Civilian oversight boards, the civilians never are told how the cases actually play out. So if the cop gets off scot free for beating up a 13 year old, they're never told. No oversight.
