edit: Okay just had to make sure it wasn't a different Highland Park. So, yeah Highland Park is related to Chicago by geographical distance to answer your question.
Highland Park is not even next to Chicago, there are other suburbs in between. This shooting has nothing to do with Chicago gun crime, a favorite boogeyman of the right.
