    Have you updated the firmware (BIOS) (or maybe that's what caused it)? Have you gone into the BIOS settings and turned off stuff like "fast boot". Maybe look in that menu and look up the meaning of different options. Could be badly written firmware or something. You could also try disabling fast startup in Windows, etc. Probably won't do anything but that's stuff to try before replacing or testing hardware.

        Yeah my motherboard has a light specifically to tell you when it is still powered. I couldn't even get into the BIOS with fast boot enabled until I removed power for 30 seconds.

        Yeah it seems unlikely. Wouldn't hurt to become acquainted with the crazy firmware options. Might be meaningless if you aren't a computer nerd though.
