"expert" in general is some technocratic liberal wankery of a term - when the media can just declare someone an expert by inviting them to spout their shit on prime time, you know it's just another way for capital to amplify the voices it already elevates and imbue them with some further authority/legitimacy
Any old guy can claim to be an expert on some niche topic they can speak confidently on and be validated, not everyone can claim to be a nuclear engineer and have people just accept that at face value. The example shows you exactly that difference between specialist and expert - you need to acquire some actual education on the matter and pass a few exams to be allowed to build a nuclear powerplant but you don't necessarily need any of that to speak publicly about it and be called an expert while doing so

sometimes expert does mean something for example I would trust a chartered nuclear engineer to design a powerplant more than I would some guy
