Did the soviet union or any other socialist state handle PTSD in its veterans in a more effective manner? Like, the lessened social alienation alone probably helped. But the question is more regarding if they approached treating it medically any differently.
Tough question to answer. There's a cultural component to PTSD and treatment standards are constantly developing. I can say with certainty that access to care which isn't dictated by what insurance will pay for would be beneficial for those who experience PTSD.
