Stalin was undouptly homophobic but i doupt he thought about lgbt people and issues more than a couple of times in his life . He most likely didnt personaly order people to gulags for being gay or personaly reinstated the criminalization laws. Sadly the majority of the party on every level was homophobic and the vast majority of the population as well .So the decriminalization of homosexuality that happened as part of throwing out all the old tsarist laws and not reinstating a relevant new one immediately was rolled back not by Stalin's orders ,which i havent seen a source of, but by general party decisions that reflected both its composition and the beliefs of the masses sadly. In various Soviet republics criminalization of homosexuality popped back up independently before the "stalin recriminalized homosexuality" thing people talk about which was actualy a more central law change
