Maybe it is for French language broadcasts? I've never heard one before. In the English and Spanish broadcasts I've watched they usually don't describe the action in that much detail.
Why is the announcer giving play by play like he's doing a radio broadcast?
Guess it's his style? French language commentators are usually pretty hyped up.
