The USSR would have zero reason not to call the US out on this as this overly expensive exercise in self-indulgence is how the US self-anointed themselves winner of the space race after losing in fact to the USSR. At some point someone within the Soviet space agency would have said something, especially after the fall of the USSR when any possible quid-pro-quo reasons would have ceased to be relevant.
