It's not great. Estradiol shouldn't be classified as high-risk and while there are risks buying any drug off the black (or grey) market, the focus should be making the legal route easier first. It's not a blanket ban on HRT or whatever western media is saying but it's still a step in the wrong direction, further away from informed consent.
Chinese authorities usually publish legal documents to gauge public opinion, which may or may not result in amendments.
