Yeah, Zelensky pretty much is just a mere hostage to the Nazis surrounding him in the military, who are happy to have a Jewish actor there to downplay their presence and garner Western support. It is somewhat similar to how the military junta in Myanmar allowed Aung to serve as their country's face to the outside world while still holding on to the actual power.
