I really believe this was a statement more than a true act of terror. As to who did it, a chud seams most likely but this seems to have an amount of concern for their fellow humans that is extremely absent from that crowd. So I really don't know.
Maybe we'll get a manifesto? The whole thing is kinda weird, like I would get the statement if the bomb were on wall street or in front of a big corporate or political building, but I'm with you, I don't get this.

Like bombs don't give warnings, except in fiction to build drama.
Whoever did this was imagining a really dramatic scene with the RV blaring the message and people running away.
It was in front of an AT&T building so some are saying it might be an anti 5G conspiracy theorist who did it
