Of course you scrape scraps off into the trash, but the whole point of the pre wash cycle is that it gets most of the preliminary junk off, and then removes it from the dishwasher completely before actually washing the dishes.

You're probably overfilling the dishwasher for the amount of water and detergent in the wash tub. You should use powder or liquid detergent in both the wash and pre-wash cups, and use the rinse agent thing, too. (Might be labeled jet dry)
