It's a tool. Nationalism for countries that have been colonized is generally good, and historically means getting rid of foreign rule. Nationalism for countries that do the colonizing is generally bad, and historically means them doing even more colonizing abroad and oppression of minorities at home.

Nationalism means a bunch of different things. Nationalism often means "we want to be a nation". For instance the PKK, PYD etc are Kurdish nationalists, Palestinian nationalists are resisting colonization by Israel and usually want a one state solution under a nation called Palestine, etc. In the context of Ireland, what the nationalists want is reunification after they were taken over by the English. So that's a specific kind of nationalism that is not "bad". There is also Irish nationalism that is of the "bad" kind you have in mind but that's another issue.

Nationalism was also an important component of many liberal democratic revolutions as well as some emancipatory movements during the 19th century which are seen as positive by marxists because they overtook the old feudal order, monarchism, or colonialism.
