I am not advocating anything, but the history of the IRA has shown that if you are going up against a modern surveillance state and intelligence agencies (MI5/MI6 or FBI/CIA), as of the beginning of the 21st century, the optimal cell size for an insurgency is 3-4 people per cell.

The Kalashnikov is generally all-around optimal for an insurgency. But within the US, the Armalite is likely the weapon platform to chose for supply and availability reasons.
