No. Both are correct. The 250-million strike was a General Strike. 5 million strike was mostly a farmer's strike that turned out to be general in some places. Not a whole lot of the service sector took part in this strike, but a handful of them.

More than 5 million took part in the strike in more than 20,000 places. Here is the Press Release by AIKSCC at the end of the Strike Day, with CPI(M) press brief and AIKS press release in the comments

That was an All-India Strike called by all the unions. This was an All-India Strike called by the agitating farmers' all India coordination committee, AIKSCC, and supported by other unions. This wasn't a general strike as in only supporters took to the streets unlike last time when everyone took to the streets.
