        Western states have channeled a significant chunk of Capital into Vietnam for the same reason they invested in China - super cheap labor.

        The relationship is entirely exploitative, but it's of short term benefit for a country still struggling to repair itself after decades of war.

        I don't think the Vietnamese are on anyone's side but their own side. Xi simply needs to put up a better offer in order to win them over.

      Vietnam like all countries in this conflict plays both sides and is continuing its policy of neutrality here.
