    That's just how it is. There's a lot of possibilities for conflict that don't include existential, open war. Take the Soleimani assassination — Iran responded with a rocket attack on an American base that injured a lot of US troops, but the American leadership didn't use it as a casus beli. The Iranians didn't make any moves either; neither side wants that war.
