"loose dog" means a dog that had literally 10 seconds before gotten out the door and was within 10 feet of the owner who was ushering it back inside

    I saw this a couple days ago and the original headline was something like

    Woman arrested after bullet meant for dog wounds her son

    I tried to find an image of that headline but instead I found dozens of cases where police kill innocents and media reports it as "bullet meant for dog hits person" without even mentioning the police in the title
