On one hand, the landlords with vote Republican, because of the moratorium being seen as a Democrat thing. On the other, the poorer people taking advantage of the moratorium who will now be thrown out onto the streets and become more disenfranchised and/or embittered towards the Dems and will vote even less than they did before.
