Well, since Russians were allowed to use TCP/IP protocols to access the global Internet in 1991, about 30 years or so?

I don't think that's true at all. China doesn't have nearly that many English speakers.
I double checked and it seems the figure I was thinking of was for "learners", not "fluent speakers", so you're right.
Maybe half of Americans actualy speak proper English so it balances out.
