This was almost certainly pre-rendered. You're not going to get anywhere close to this level of detail in game, much less with the graphics levels cranked all the way down to "I don't own a bitcoin rig" levels of rendering capacity.
true but the pre-rendered publicity shots of today are something they try ingame a few years later. AAA have no limit to adding useless detail for its own sake (@ RDR2)
