People on here constantly riff on "libertarians" and weird anime people who make excuses for being pedos or whatever and one of them in some anime is apparently that all the characters that are literal children are actually extremely old vampires or something and they don't age so it's okay to sexualize them. Pretty much all this stuff including :bottom-speak: and :top-use-words: is kinda pedo-y in a way, if sexualizing kids is what pedo-y means. But pretty much all animated stuff is unrealistic beauty standards including like Pixar movies and stuff. idk.
Alright, if we're being srs: I get what you're saying, but as others have pointed out: She's a character of an established fantasy race, not one the artist just made up, whose traits include being very short even when fully grown. Fantasy is filled with such races, from dwarves, to gnomes, to halflings. She also has noticeable breasts, which most would not consider a childlike trait. She's just a very short adult, which do exist irl.
Basically: I really don't think the artist of this piece was trying to dogwhistle pedophilia.

coding is really obvious, generally, and the argument that it isn't is more often used by pedos then against them
other then big eyes (admittedly weird element of manga art style), someone with the rough body type in the image being of age is not actually physically impossible, though quite rare.
this is a flaw of the manga art style, but the child-coding is still intuitively easy to see usually. But not for everyone, because intuitive stuff is confusing and not very logical.
