Create programs to address the material conditions that cause crime in the first place. The "new police" that would exist afterwards would be highly educated, extensively trained in deescalation, and only called in serious life-or-death situations. The litmus test should be, "Do I need men with guns to roll up, prepared to take a life to save another life?" and they should be as well educated as doctors.
