Still at large? I know the pigs seem to chicken out every time there's an actual threat, but how they fuck do they let him get away after firing from a rooftop? Even if they were too afraid to go up there all they had to do was block the exits.
Fog of war. It can be difficult to ascertain where shooting is coming from if you know how to do it. The shooter would need less than a minute to dump a magazine or two into the crowd then book to a getaway car. In that time period people would likely still be running away or attempting to help injured people. No one is likely to be looking at the back exit of a building, and the shooter could easily be lost in the chaos.

This shooter appears to have intended to escape. A lot of massacre perpetrators intend to be caught or die.
