Vietnam now has a better, more progressive stance on this issue than, to give some examples, the USA, the UK and Germany. The US hasn't federally banned conversion torture at all, the UK still allows it to be inflicted on trans people, Germany has only banned it for minors and also didn't include a protection of trans people in the ban at all.
