Jigoku Shoujo season 2, I had some details wrong about the scene but someone on reddit was able to identify the scene I was thinking about. It was rather a scene where a kinda scummy guy was using a girl he liked that lived across the way like in said image but instead he was trying to get her to open her window when he started climbing across where once she opened her window, he slipped and fell to his death with her watching.
