My guess is that Modi is being a good puppet of the western imperialists, he wants to escalate the trade trade war against China, and give western powers an aura of legitimacy when they scream about "security concerns" using Chinese tech, despite operating a global data sweeping operation and maintaining kill lists for journalists and people with sketchy sounding names.

Also he's most certainly 100% interested in data mining and mass surveillance of the population, probably got a sweeter deal from Israel and the US from some of that fascist enabling surveillance tech they've been selling for the last decade.
