Russian Federation is not the USSR, unfortunately. Capitalism, remember? The mayor of Novaya Kahovka had reportedly said it's beyond repair. And frankly I am not sure the government is willing to rebuild it at all.
Well sometimes there is a will, they rebuild Mariupol very quickly and this is arguably much more important because water to Crimea. Though also much more expensive and no chance to do it when nazis can blow it anytime again.
