I think Trump should defund the military, absolutely. No more world takeover plans or dictator installation teams!

Section 230 is used by many (smaller) web companies and users to avoid liability for user-generated content. If S.230 was repealed it would limit free speech on the Internet if repealed as hosts would decide not to provide service to "controversial" users. If S. 230 is repealed, it should be replaced.
Would be hilarious, but the NDAA usually passes with a pretty comfortable supermajority (yay for bipartisan imperialism!), so they'd just override the veto.
