headcanon: moon sugar can be distilled into both stimulants and depressants and "skooma" is a different drug depending on what region of Tamriel you're in and what preparation method was used to refine it.
It's only called skooma if it's from the Skooma region of Elsweyr, otherwise it's just sparkling opiates
That's the only way I can square the fact that you always find Skooma in bottles and drink it, but books refer to people smoking it
