Short term I think the best course of action is to tell these people they can stay in one of their giant mansions but they have to give up the rest. We have more empty houses than homeless people so it doesn't make sense to just create more homless people, and kicking them out if their main house will arguably create a stronger countertraction, although that's up for debate.
