That they didn't have to take out $15 minimum wage, or lower the monthly emergency unemployment payments from 400 to 300, or cut down the number of people eligible for the $1400 or they could have even made the checks a full $2000. Most of these things were supposedly done to appease Republicans and make the stimulus bill more "passable", but even with all of the concessions they made the Republicans voted against it.
Of course this is assuming the Democrats ever wanted any of that in the bill. Considering how the vote to add the $15 minimum wage as an amendment went yesterday, I would say that they were ok with the "concessions" made.
This just means it was exactly the bill they thought they could get away with and no more
