Think about it, Leto II (praise be to him) is just a living embodiment of the panopticon!

He can see (quite easily) what the Bene Gesserit are up to with their schemes from his prescient panopticon and lets them know... so the two reverend mothers toe the Golden Path Line.

The Ixian machine and other prescience-limiting factors may represent the breakdown of the panopticon into a society so chock full of rapidly produced signs that there is no longer any discernable grand narrative for the panopticon to control, for better or worse or Mark Fisher looks really huggable and I'm sad I never got the chance to hug him
