    I'm kinda curious, how does it work when two nations shoot rockets at each other, but aren't actually considered to be at war? Like I feel as if any country shot a rocket at the US, they would immediately declare war on them, dragging in all the allies and policies that would entail

      That's just how it is. There's a lot of possibilities for conflict that don't include existential, open war. Take the Soleimani assassination — Iran responded with a rocket attack on an American base that injured a lot of US troops, but the American leadership didn't use it as a casus beli. The Iranians didn't make any moves either; neither side wants that war.
