IIRC he said this several years before patching console games was common so that part sounds a little odd today.
To be fair, games like No Man's Sky, in spite of being vastly improved now, are mostly remembered for their unfinished release state. And most likely, Cyberpunk 2077 will be like that, if they patch it to that point.
