You can say this when you know next to nothing about internal EU politics and only concern yourself with viewing the world in terms of countries that are in favor or against China and relations with Germany are at least better than with the US.

That is what he is doing here, cut him some slack he is a made up prop and a meme because he talks smack from an official position and not because he is some sort of intellectual.
